Services provided to this sector are typically associated with property transaction pre-purchase environmental due diligence such as Phase I ESAs and Phase II ESAs. ECS has completed projects directly for several of these entities and has completed numerous projects for clients whose financing is contingent on the approval of these entities. ECS is listed as an approved consultant for a number of banks as well as the Michigan State Housing Development Authority (MSHDA), who provides financing for public housing projects. ECS is a MSHDA approved consultant for both Group A Services (Phase I/II, BEA, DDCC, NFA, Asbestos, Lead Based Paint and Underground Storage Tanks) and Group B Services which consist of preparing National Environmental Protection Act (“NEPA”) study and statutory compliance report for compliance with HUD funded projects (24 CFR Part 58). The Group B list consists of only eight firms. In addition, ECS has completed numerous projects which were approved by the Small Business Administration or HUD.
